The Library Journal and Publisher Weekly reviews above are very good , accurate and fairly complete. It did indeed win the 2004 National Book Award.
I've learned a lot about the history of Paraguay from this book.
The reviews however neglect to mention that the book is filled with descriptions of an amazing array of sexual perversions. So readers beware of that.
